How do people manage to climb up and tag tall buildings? This graffiti is at the top of the Millenium Hotel in Cathedral Square (on the Hereford Street side).
Somehow they must have got up to the roof, then hung over the edge and written the word upside down. Perhaps they abseiled?
Such tags are unlikely to be removed because of the cost and the danger involved.
